The IRS is changing how they collect outstanding taxes. As of this spring, the IRS will be hiring contractors to act as collection agents. Any taxpayer to whom this applies should receive a written notice by mail from the IRS informing them that their debt is being moved into private collections. Once the transfer has been successfully made, the taxpayer should receive an additional notice to confirm the transition has been made.
There are four collection agencies that the IRS has contracted to carry out this new program. Each agency is bound by the Fair Debt Collection Practices Act and must continue to respect the rights contained therein.
